I found this about two weeks ago. I just found out that this is part of the background, not an item. I have no idea what it is but suspect it is used to control the light. You cannot see this in the casino.

Seems like a leftover entity box that was accidentally rendered into the game.

Interesting thanks for sharing. Glad you are here I wouldn't quite say that anything is, as entity models are usually not rendered into the world. And check out my thread I'm about to make. In Portal 1 you can also see the entity box for the camera, if you noclip in the end.
I accidently came across this few days ago.
