I couldn't find exactly what I was looking for so I thought I'd try do it myself which turned out more or less okay.
The reason I wanted it this way is because I have been playing coop with a friend and wanted something that will not cause any issues.
All this mod does it turn Frank's leg, headwear, feet and face pieces invisible then replaces the body with a survivors model.
It also replaces his default hands so other costumes will most likely look broken.
Due to the way I did it you can replace the files: "chest_sportsfan_f.big" and "chest_sportsfan_f.tex" with any other survivor inside the "npcs.big" or even other models made by others on the forum, I tried it with one and it worked fine, which was the Resident Evil 4 Ada model.
I may do the same thing for chuck in case I am not hosting the coop game and still want to model swap.
This mod is great with "frank no cam anim" also in the forums around here.

The hands do this weird thing since I don't really understand how to get the skeletons to work properly so I left it be.

I also made a mod that replaces some of Franks sound effects (His pain sounds, hitting sounds, falling over, vaulting, ect.) with Rebbeca's.
