I don't know how to make mods. I wish I did so I could add the option of adjusting the draw distance, number of zombies, detail and even improve the AI of the NPCs. Perhaps there's one already being worked on or someone could give me a quick lesson on how to make this happen. I've already downloaded the Arc tool but have zero idea on how to use it...

Nothing concerning AI has been done or can be done as of yet, same as draw distance and amount of zombies. That's stuff that needs to be looked at still.

There's nothing wrong with the AI. It's supposed to be frustrating and have all the same stupid things they do in all the zombie movies. They freeze, they panic, they get the hero killed, and in the end they're not worth saving.
Give them decent weapons and stay behind them, giving them waypoints to move to. They're still slow and stupid, but they will also shoot you in the back with a shotgun or hack you to death with the small chainsaw, so stay behind them as much as possible.

I have been playing around with texture and coding changes for item spawn, but wondering if anyone has located anything around draw distance or amount or spawn location of zombies..

Even Dead Rising 2 had smarter A.I because instead of being surrounded and panicing they literally would shove those annoying zombies out of their way.
