This is the nearly same as this mod, but it also has the new combo cards, totaling 65.
Sadly, it doesn't unlock the outfits... yet?
Full credit goes to infam0us for the original mod, I only added a bit of code to support the new cards.
Tools needed: Gibbed tools to unpack datafile.big
1. Find datafile.big in X:\Program Files\Capcom\Dead Rising 2 Off The Record\data or in X:\Program Files\Steam\steamapps\common\dead rising 2 off the record\data
Where X is your Hard Drive letter where you installed the game. The Steam path may be wrong because I don't have the Steam version.
!!! Remember to make a backup. !!!
2.Add this to the top of missions.txt
3.Add this to the top of safehouse.txt
