Texmod modifies textures not models if you want a texmod looter skin you would have to find an outfit that looks a little like the looter costume and export the texture then edit it.
If this is too complicated than just learn how to edit your datafile and switch the looter model with default Frank.
ALSO this is the DR2 requests place not the DR2 OTR requests...

Etrius is correct. If you want to change the color of frank's shirt, you use texmod. if you want to change a model, you have to edit the datafile.
