With Tom's help, I was able to figure out how to create new clothing dispensers. I am not sure if changing the outfit.cvs is required.
1) Create a new entry in data/datafile.big/items.txt using existing cClothingDispenserItem sections:
2) Add an entry in data/datafile.big/outfits.cvs:
3) In data/model/npcs.big modify the bigfile.xml
I copied and pasted:
changing it to:
4) In data/model/npcs.big copy and paste an existing file:
5) finally, place the new dispenser:

Two things changed are the name, to TestDispenser
Also the OutfitIdcClothingDispenserItem TestDispenser

changing it to:
OUTFIT_TEST_UNIFORM,NONE,naked,NONE,Test_Uniform,naked,Test_Uniform,NONE,
3) In data/model/npcs.big modify the bigfile.xml
I copied and pasted:
<entry name="chest_American_Showman_Outfit.big" scheme="zlib" alignment="2048">chest_American_Showman_Outfit.big</entry>
<entry name="chest_American_Showman_Outfit.tex" scheme="zlib" alignment="2048">chest_American_Showman_Outfit.tex</entry>
changing it to:
<entry name="chest_Test.big" scheme="zlib" alignment="2048">chest_Test.big</entry>
<entry name="chest_Test.tex" scheme="zlib" alignment="2048">chest_Test.tex</entry>
4) In data/model/npcs.big copy and paste an existing file:
srv_sharon.tex
srv_sharon.big
and renamed them
chest_Test.big
chest_Test.tex
5) finally, place the new dispenser:
I placed mine in the safehouse, room 1:cItemPlacement Testtesttest
