i really want to play sandbox mode in dead rising 2 off the record without any survivors or psychopaths trying to kill me, as i am terrible at the game and want to kill zombies with outrageous looking weapons without having to deal with the survivors/psychopaths

That probably could be done with a missions.txt file edit, but any changes to that file will require you to restart your sandbox game entirely.
